Such is the policy as stated under Twitter’s General Guidelines and Policies. Yet, they selectively enforce this policy, apparently based upon political leanings.
Donald Trump is the most blatant abuser of this policy, yet Twitter refuses to ban him. They use the rationale, “Blocking a world leader from Twitter or removing controversial Tweets would hide important information people should be able to see and debate.”
Give me a break!
What Twitter is doing is giving him a bully pulpit with no means of accountability. By allowing him to go on his Twitter rants, they are legitimizing the abuse they say they want to prevent from others. They are allowing him to intimidate, threaten and abuse his rivals, and even those he once called allies, even his beloved Fox News.
By allowing Trump to continue to hurl abuse via Twitter, they allow him to avoid answering the tough questions. Much like his chopper talk sessions, where he carefully selects those who will ask softball questions, while branding as "Fake News" anyone who presses him, Twitter allows Trump to only present his side, while belittling anyone who opposes him, without the opportunity for rebuttal.
By using Twitter instead of holding regular press conferences, Trump is able to frame the narrative however he sees fit without facing any sort of opposition. This allows him to speak directly to his base while spouting unsubstantiated conspiracy theories and parroting the propaganda of Fox and Friends, Sean Hannity and others.
If Twitter means to be a reliable social media platform, it needs to apply the rules to ALL of their users. They need to abandon the double standard that allows Trump to act with impunity.
They need to disable his account.
