Since when does a European junket by the top dog of the Veterans Administration (VA) and his wife qualify as fulfilling the agency's primary mission of serving our nation's veterans?

While on a supposed work trip in July, VA Secretary David Shulkin and his wife (who traveled at taxpayers' expense) attended Wimbledon, visited Westminster Abbey and took a boat tour on the Thames River in between meetings with Danish and British officials.
Not sure how that benefits our vets, many of whom are having trouble getting the health care they need.
It just seems like another example of Washington entitlement that appears to be pervasive in our nation's capital.
